These landclass files will "freeze" all lakes and rivers for winter flying in Ontario, Manitoba, and Quebec between 70 west and 100 west and between 40 north and 56 north. Note these files affect only water and will not modify any other landclass; forests will remain as forests. You can land on skis on any lake until you get fed up with winter and then revert to summer and floats with a simple "untick" in the FS library settings.
